Lobbying is an 800 year old profession that is an essential building block of a parlamentary democracy. All other characterization is false, as legal and ethical lobbying is never associated with any corruption or wrongdoing. Because of the closed nature of command economies in East-Central Europe, the new democracies will have to get used to an open-ended world, in which lobbying becomes an essential part of decisonmaking and legislation.
